Keliber Lithium Keliber Technology Oy (Sibanye-Stillwater) Finland Lithium Extraction, Processing Commissioning Mining has begun at the Syväjärvi mine, and hot commissioning of the concentrator started in April 2026; the refinery is to start up once concentrate production is stable. Construction spending reached €719 million by 30 June 2026, within an approved capital forecast of €783 million (2024 real terms).

Zero Carbon Lithium (Lionheart, Phase One) Vulcan Energie Ressourcen GmbH (Vulcan Energy Resources) Germany Lithium Extraction Construction Final investment decision and start of construction in December 2025. Financial close of the €2.2 billion financing package for Phase One was reached in May 2026, with support from European and German government agencies, commercial banks and industrial partners. Target capacity: 24,000 tonnes a year of lithium hydroxide monohydrate.

CAREMAG Caremag SAS (Carester) France Rare earth elements for permanent magnets, Boron Processing Construction Magnet recycling and rare earth separation plant at Lacq, being built and scheduled for commissioning in late 2026. Financing of €216 million announced in March 2025: €110 million in equity and shareholder loans from JOGMEC and Iwatani Corporation, and €106 million of French state support.

Project Fortum Hydromet Fortum Battery Recycling Oy Finland Lithium, Graphite, Copper, Nickel — battery grade, Cobalt Recycling Planning Hydrometallurgical battery recycling facility in Harjavalta. The status shown is that of its planned expansion, NEXT HYDROMET, which in March 2026 was in development ahead of a potential final investment decision. Grants: up to €40 million from the EU Innovation Fund (agreement signed March 2026) and €84.6 million from Business Finland (2025).

Barroso Lithium Project Savannah Lithium, Unipessoal, Lda. (Savannah Resources) Portugal Lithium Extraction Permitting The final environmental compliance report (RECAPE) is to be submitted in Q4 2026, with the regulator’s decision expected in Q1 2027, and a final investment decision in early 2027. The feasibility study of July 2026 puts initial capital expenditure at US$418 million. Savannah reports a non-reimbursable Portuguese State grant of up to €110 million and targets conditional project finance offers by the end of 2026.

Jadar Rio Sava Exploration doo (Rio Tinto) Serbia Lithium, Boron Extraction Suspended Strategic Project outside the EU. Rio Tinto, which owns 100% of the project, announced in November 2025 that it would be placed in care and maintenance; its 2025 annual report says engagement with stakeholders is ongoing to preserve future development options.

Scope

The tracker starts with the Strategic Projects selected by the European Commission under the Critical Raw Materials Act: 47 in the EU, recognised on 25 March 2025, and 13 outside it, recognised on 4 June 2025. Projects are added one by one, once verified. Other European projects may be added later, and will be marked as such.

Sources

The name, promoter, country, materials and value-chain stages of each project follow the Commission decision that recognised it (list of selected projects). Status and financing follow the most recent public disclosure by the promoter or a public body: company announcements, stock exchange and SEC filings, and official press releases. Every fact in an entry comes from one of the sources listed with it. Where two sources differ, the entry follows the most recent primary disclosure.

Status categories

Planning
Studies and development under way, before the main permits are sought or before a final investment decision.
Permitting
Waiting for one or more key permits.
Financing
Permits in place; raising finance before a final investment decision.
Construction
Final investment decision taken; the plant or mine is being built.
Commissioning
Construction complete or nearly complete; start-up and ramp-up under way.
Operational
Producing at or near design capacity.
Suspended
Work halted, for example in care and maintenance.
